Baldock is a historic market town in  Hertfordshire. Plans for Baldock's growth include new homes, accessible green open space, community buildings, schools and transport improvements.

What's happening

The growth of Baldock focuses on three main locations, on land owned by Hertfordshire County Council. The plans and their delivery are being coordinated by the master developer, Urban&Civic.

Growing Baldock locations

We want to make sure we integrate the growth of the town with the existing market town, to include as many benefits as possible for existing and future residents.

Timeline

2021

Master Developer Urban&Civic (U&C) selected as Hertfordshire County Council’s (HCC) development partner, working together to plan and bring forward the new development.

The Baldock and Bygrave Neighbourhood Plan was adopted in 2021 following extensive consultation with local partners and communities, setting out a vision for growth.

2022

The North Hertfordshire Local Plan was adopted in 2022, allocating land to the north and east of Baldock for development for up to 3,300 homes, employment space, schools, transport connections, community and retail uses and green spaces.

2023

The team reviewed all background information about the site, Baldock and its surroundings to help understand the local area.

Public consultation was undertaken to share early plans and hear residents’ views.

2024

Meetings and events with local stakeholders and the community continued to shape a Strategic Masterplan, including through the Growing Advisory Forum.

2025

The Strategic Masterplan was submitted to North Hertfordshire District Council in March 2025 and approved in June 2025.

Consultation continued to develop the plans into an Outline Planning Application and you can view the material shared during July 2025 here.

October 2025

Outline Planning Application

An outline planning application was submitted to NHC for consideration. If approved, it will set the parameters for development, and finalise the legal agreement that will secure the delivery of infrastructure such as schools, community buildings and open space.

2026 onwards

We will continue to consult locally to develop Design Codes and Reserved Matters applications for individual parcels of development, enabling the first detailed designs
and delivery of the new areas of Baldock. These are submitted individually to NHC for approval.
