This is the website for the Outline Planning Application consultation for Growing Baldock.  

This online consultation will be available for comments from 12 July, closing on 18 August 2025.
 

Baldock needs to grow sustainably to provide homes and jobs for current and future generations. The areas highlighted in the plan shown here have been allocated for new housing and facilities through the North Hertfordshire Local Plan (2022) and the Baldock, Bygrave & Clothall Neighbourhood Plan (2021).

In 2023, we launched the Baldock Conversation so local partners and communities could help shape the plans as they developed. Since then, we’ve been reviewing your feedback, agreeing an approach to the important issue of secondary education provision, and feeding all of this into the Growing Baldock Strategic Masterplan — which was recently approved by North Herts Council. Now, we’re ready to share an update with you and hear your views on the next stages of the plans.

North Herts Council consultation on the Local Plan from 2012.

2021

Baldock, Bygrave & Clothall Neighbourhood Plan — Approved 2021: set the aspirations for how growth should happen in this area.

2022

North Herts Local Plan — Approved 2022: agrees key locations for where growth should happen.

2023

Growing Baldock consultation launched: Urban&Civic engage local partners and communities to inform the Strategic Masterplan.

2025

Strategic Masterplan approved by North Herts Council Cabinet in March 2025, and by the Full Council June 2025.

Outline Planning Application preparation and consultation.

2025

Outline Planning Application submitted to North Herts Council (Autumn 2025): this sets out the key proposals, locations and design principles, as well as guidance on how it will be delivered.

2026-2027

Outline Planning Consent: this includes Planning Committee approval and finalising a legal framework of obligations to deliver schools, healthcare facilities, green spaces and transport infrastructure alongside new homes.

2027

Design Code: this will set out key design principles and frameworks for the detailed design of homes, landscape, infrastructure and amenities for the main areas of development.

2027

Reserved Matters Applications 2027 onwards: these will provide detailed information on individual areas of roads and paths, green spaces, parks and play areas, each area of homes (about 100–250 each time) and individual buildings like schools, health centre and business spaces.

2027-2028

Start of construction.

2028-2029
